Pacific leaders gathering in Suva this week will, for the third year, press wealthier nations for binding terms on climate finance — and will, for the third year, leave with a communique whose force will depend on the implementation that follows.
The asks
The headline ask is a five-year, $15 billion concessional finance package, channelled through a regional facility rather than bilateral programmes. Officials from larger economies have indicated, in the lead-up, that the structure is more politically difficult than the dollar figure.
